Civilian Menu
To open the civilian menu simple press F2 on your keyboard and a menu will appear on the top right hand side of your screen.
To open the civilian radial menu simple press Z on your keyboard and a circle like menu will appear in the middle of your screen. This can also be changed in your keybinds setting in-game.
